Yes, every time. Clear stone, fabric and a drain pipe carry water away from the back of the wall. Without them, water freezes behind the wall and pushes it over.
Low garden walls usually do not. Taller walls, walls near a property line or walls holding a driveway or structure can require a permit and an engineer’s design. PB confirms what applies to your wall at the site walk.
